The book states that Kelp was born at the bottom of the ocean. It does not tell us whether or not Kelp was adopted. In fact, it doesn't mention Kelp's parents at all. It only talks about Kelp's friends.
I think the book can lend itself to many different readings. One I posit is that a Unicorn, being "different," can be born to any set of parents, independent of species. Given the books varied themes, I don't think this is much of a stretch.
