I haven't read this book yet but I immediately thought of the Einstein quote "Everybody is a genius. But if you judge a fish by its ability to climb a tree, it will live its whole life believing that it is stupid" I believe that is where the book got its name - seems to fit the story line, starting the book tonight.

It means that she feels stuck. She is never judged by her own standards, just by everyone else's. This is especially problematic when she gets asked to read as everyone else's standards say that she should be able to, but she isn't.
