So, personally, I found this book very easy to understand. The writing is fairly simple (IMO), and not much more difficult to understand than, say "The Hunger Games", or even "Harry Potter". The major difference between those two and "The name of Wind" is that the latter is very dense. While it may be easy to understand, the author spends a lot of time talking about things you may not find that interesting. Additionally, for a fantasy book, there is not much action in it. As for it's content (inappropriate/appropriate), the majority of the book is PG-13. As I said, there is not much action, so there is little gore and violence, though there are several bloody moments. Profanity is low as well, a couple S-words and some mild obscenities. Sex was not a heavy issue, but the author uses many, mostly mild, innuendoes (not constant by any stretch) throughout the story, but never any graphic description. I am 15 years old and did not find the book to be that questionable, so I would say, in short, yes it is appropriate for a YA audience. In fact, it is much more appropriate than the majority of YA books. Hope this helps and that you didn't' ask this question a long, long time ago. (less)
