The point is that they do it in the same amounts, and black people (especially young ones), are prone to making the same dumb mistakes as white people (especially young ones).

Serious counter-question. If you recognize (in the first part of your question), that blacks (and minorities in general) are "disproportionately charged", which means an injustice is being perpetrated, why do you blame the victims of the injustice rather changing the minds and the hearts of the perpetrators?(less)
