How tough is it to have both strong characters and a well-developed plot exist together in novel, or does one invariably overshadow the other?

Jaye C. Blakemore I believe you can have both strong characters and plot twists together. Keeps everything interesting and you never know what is going to happen, even when you think you see it coming
