Which part comes first for you? The story or the characters? Your characters are always so vividly written into the story, I wondered.

Usually the premise comes to me first--not the whole plot. It's often a what-if question. As the characters become stronger and more fully formed, they create the plot by their inherent reactions to the premise. (And thank you for the compliment!)
