Sorry for the late reply. I think we may have spoken via FB already but if not I wanted to answer your question.
I do use rough outlines for my stories although it also depends on the story. Sometimes I like to pants it too. I also use a variety of tools including a main character worksheet and craft books that help me organize my story structure. Hope that helps! :)
