It depends on where you live. It's designed around American built form, so its recommendations are not very useful in countries that are already well beyond Speck's horizons (i.e. most of Europe). Planning and transportation governance is different in most of the developing world and southern hemisphere too, so I doubt it would be very useful there either, aside from some abstract principles and anecdotes.
