asked:
Can anyone tell me the chapter and/or page that I can find the quote “good publicity is preferable to bad, but from a bottom-line perspective, bad publicity is sometimes better than no publicity at all?"

A quick google search will show you that many people have expressed this idea, long before the author of this book said it. Among them are P. T. Barnum (who also famously said "There's a sucker born every minute.” and who wrote The Art of Money Getting), Brendan Beehan ("There's no such thing as bad publicity except your own obituary") and Oscar Wilde ("The only thing worse than being talked about is not being talked about.")

You are missing the best (in my opinion) part of that quote "Controversy, in short, sells." It's on page 176.
