English is not my mother tongue. So, I am wondering what is the meaning of brass in the headline. I know well that brass is a metal alloy composed of copper and zinc, but has it some other meaning, too?

the point of the title is that brass is stronger than the wooden gavel when it comes to justice.
we (the u.s.) created and still uphold a system to punish injustice, yet the purest punishment, Harry Bosch and Mickey Haller suggest, for when you don't need a jury to tell you someone did something, is the one that happens not by the wrath of the gavel, but by the brass - bullets. "live by the bullet die by the bullet" they say, is how "real" justice works. even though we have an elaborate system to deal with injustice, sometimes punishment plays out in a simpler way - sometimes justice sorts itself out without the help of gavels and juries and lawyers.
