Constructing such simulations would require knowing something close to the exact state of human brains at every point in human history, and there’s not much reason to think that’s possible. Perhaps it will be possible to do this inside simulated universes (via backup records for simulated brains, for example), but this won’t help in the key case of nonsims building simulations.
