If one can speak, say, of a settlement hierarchy with four levels (e.g. cities, towns, villages, hamlets), and if at least some of those settlements also contained full-time craft specialists (potters, blacksmiths, monks and nuns, professional soldiers or musicians), then whatever apparatus administered it must ipso facto be a state.
