In fact, Tlaxcala and its Otomí guerrilla units had been holding the Aztecs successfully at bay for generations. Their resistance was not just military. Tlaxcalteca cultivated a civic ethos that worked against the emergence of ambitious leaders, and hence potential quislings – a counter-example to Aztec principles of governance.
