As we’ve seen, modern Nilotic peoples, and particularly the Shilluk, show how relatively mobile societies that place great value on individual freedom might, nonetheless, prefer an arbitrary despot – who could eventually be got rid of – to any more systematic or pervasive form of rule. This is especially true if, like so many peoples whose ancestors organized their lives around livestock, they tend toward patriarchal forms of organization.
