He does not need to have an Elder’s level of knowledge to do this. He needs only to perceive the pattern in what he does know. Keepers of knowledge see him behaving in this way and know he is ready to be responsible for additional knowledge, so they pass on story to him. This is how Indigenous Knowledge works.
