Edgar Hoover that it was a “common fact” that the police were “almost 100 percent to blame.” Indeed, an independent investigation, headed by the general counsel of the American Civil Liberties Union, pointed out glaring holes in the government’s story. It concluded that the affair was not an unfortunate mishap, but rather a “massacre.”
