Throughout the war, the Wehrmacht was perpetually short of fuel and rubber. Hitler relied on risky blitzkrieg tactics—sudden all-or-nothing attacks—in part because he simply couldn’t confront his enemies in sustained combat. His troops moved largely using horses.
