The National Oceanic and Atmospheric Administration (NOAA) faced an astonishing new task: de-listing coastal postal addresses. Gone is Yellow Cotton Bay, once a prime fishing settlement in Plaquemines Parish. Gone are Little Pass de Wharf and Skipback Bay.
