From the very beginning of their rule, the Bolsheviks assumed that the exploitation of Ukraine was the price that had to be paid in order to maintain control of Russia. As one of them wrote years later, “the fate of the revolution depended on our ability to reliably supply the proletariat and the army with bread.”
