Laws banning texting are nearly unenforceable, but the states that crack down the hardest only make the practice more clandestine. The harder police clamp down on texting, the lower the phones go, and the lower the phones, the further drivers’ attention is drawn off the road, requiring slightly more time for them to read and send texts, and more time to reorient their attention to their driving.
