Restraining orders should only be issued if one person is deemed to be a perpetrator and the restraining order is necessary to save the other from Power Over. It’s not a tactical strategy designed to prove a point. If both people are contributing to the problem, then it is mutual and therefore Conflict, and the intervention of the court is unreasonable.
