But 9/11 was not unimaginable. In 1994 a plot to hijack a jet and crash it into the Eiffel Tower was broken up. In 1998 the US Federal Aviation Administration examined a scenario in which terrorists hijacked FedEx cargo planes and crashed them into the World Trade Center.
