Under the drastic war-time Sedition Act, the Secretary of Labor had the power to deport aliens who were anarchists, or believed in or advocated the overthrow of the government by violence, or were affiliated with any organization that so believed or advocated. Mr. Palmer now decided to “cooperate” with the Secretary of Labor by rounding up the alien membership of the Communist party for wholesale deportation.
