At one point someone asks an imaginary Priest of Positivism what he thinks of the notion of human rights. The priest scoffs at the idea. This is nonsense, he says, an error born of individualism. Positivism understands only duties.
That fundamentally misunderstands rights. Each right has an obligation. If I have free speech I am obligated not to impinge the speech of others. That's not a debt. That's just basic day to day functioning.
