Wealth destruction, too, was epic. In 1921, economic output did not even reach one sixth of the pre-1914 level; the 1921 grain harvest came in at one half of the 1913 level.391 Russia would go from world grain exporter (1913) to cannibalism (1923).392 Additionally, doctors, scientists, teachers, artists, and others emigrated en masse, perhaps 1.5 million total, most of whom (unlike France after 1789) would not return—extending the civilization of Russian Eurasia across the globe and shaping Soviet Russia’s foreign policy.
