But Trotsky—who became the new war and naval commissar, and who had no special training in the military arts (he had never served in the army)—came out strongly in favor of a professisonal army led by real military men.44 Trotsky would deem the famously democratizing Order No. 1 of 1917 “the single worthy document of the February Revolution,” but he afforded no quarter to democracy in a Red Army.
