Unbeknownst to the Congress of Soviets delegates, Lenin had authorized Trotsky to conspire with American, British, and French representatives in Russia to obtain pledges of Entente support against the Germans, for which Lenin had promised to sabotage ratification of Brest-Litovsk. Still viewing Lenin and Trotsky as German agents, Entente governments failed to respond to the offer.238
