Buck was impressed that Bruce had a plan, a real plan. Bruce said he would order a huge water tank and have it delivered. It would sit at the edge of the parking lot for weeks, and people would assume it was just some sort of a storage tank. Then he would have an excavator dig out a crater big enough to house it. Meanwhile, the four of them would stud up walls, run power and water lines into the hole, and generally get it prepared as a hideout. At some point Bruce would have the water tank taken away.
