Finally, we need to remember that there is another edge to the “uncertainty reduction” sword. Total elimination of uncertainty is not necessary for a measurement but there must be some expected uncertainty reduction. If a decision maker or analyst engages in what they believe to be measurement activities, but their estimates and decisions actually get worse on average, then they are not actually reducing their error and they are not conducting a measurement according to our definition.
