This was in part because whereas the Emperors of the high Middle Ages had owned extensive lands as part of their job almost all this had by the fifteenth century been given away. The Emperor therefore needed to have access to a huge amount of money in his own right just to maintain his dignity, let alone have the potential to raise armies.
