When people respond in repentance and faith, lead them into full discipleship by baptizing and instructing them.

No, it excludes non-disciples. Again: "We are disciples if we hear and obey everything Jesus says," And: "Discipleship begins with faith in the triune God." These are the writer's own quotes!

But nothing in Matthew excludes children from discipleship and baptism.
