In a patrimonial system, whether of Zhou China or a contemporary African or Central Asian state, government officials are appointed on the basis not of qualifications but due to their kinship or personal ties with the ruler. Authority resides not in the office but in the officeholder. As political systems modernized, bureaucracy replaced the patrimonial system.
