New England leadership of the Massachusetts Bay Company was generally less socially prominent than in the Virginian and Caribbean enterprises — ministers and minor gentry — and those in charge now proposed to migrate to the colony themselves rather than stay in England. This was a measure of their commitment to starting England afresh overseas. From the beginning, they were a ‘Commonwealth’, whose government lay in the hands of the godly adult males who were the investors and colonists.
