I recommend reading this chapter and the chapter on Culture in particular because this provides a great background on the impact that effective (or ineffective) project and program manager can have on the organization. It will inspire you to see your role as a key change maker and understand how the role of project manager connects with the culture of the organization. You'll also learn about organizational culture that can be inhibiting your work as a project manager and hopefully learn some lessons on how to help overcome problems such as siloes, fear-based leadership, and lack of process adherence."
