As of 2005 Neil Gaiman wasn't an American citizen. Has that changed? Is he even eligible for a Newbery?

Do you have to be a US citizen? What about Susan Cooper? Im in Peru so am not going to attempt to look up the criteria (cant even figure out how to do an apostrophe on this keyboard), but why dont you! I thought he was eligble.
Gaiman himself is eligible, he is a "resident" under the criteria of the award. However, I don't think that the book itself is eligible. A chapter was previously published as a short story in his "M is for Magic," last year, constituting a "reprint" that is not considered eligible according to the criteria.
