The 1982 Hugo Award winner. It has a really interesting setting: a space station which is trying to survive and stay neutral in the midst of an interstellar war. There are family owned and operated merchant ships which also attempt to stay neutral. The war is being fought by a fleet of warships built by Earth, and forces from a Union of human settlements further out in the galaxy.

Humanity has spread to the stars, but as with all things human, things can't go smoothly. The Company represents an Earth-centric view, concerned with the increased wealth and welfare of Earth, through the use of resources from space. The Union represents manifest destiny, human ambition run out of control. While not as terrible as Cyteen, Downbelow Station was still pretty miserable. Why are the powerful women all terrible rapists? Why is absolutely everything miserable? No one smiled in the book until the end of the first "book" and that was the guy who had just been mindwiped. I won't be reading any more of her books.
