Mastering the process of combining the two manipulations is rare because of the mental toll that Ophiuchus has on its' residents. A mental stability of 5/10 is too low.
It takes decades to become physically prepared, forty if you're lucky. There are no exceptions. This is two different elements you're trying to combine. That takes so much energy and mental prowess that most cusp-beings are not able to do because of the mental instability of knowing purebred elements will never accept you, save a select few.

I want to put the group wayyy before technology
And there will be TONS of descrimination against cusps. They're half of two elements, which would be looked down upon. That's why the mental stability is so low on Ophiuchus.
