There are commercial elements. They sell animal food to make money. They take in strays but the dogs for example are properly trained and there's a fee to adopt them, money is exchanged always. The money used is to pay staff, they don't have volunteers, and to pay property taxes, it's not free. They also have other animals besides dogs, and they always call it a farm, even the series title has the word Farm. But it's not a farm in the sense of solely milking cows and chickens.
