Some of them didn't know and some went off legends they heard except one who had and encounter with Marcus the guard brought him in and sat him down
Peeta walked with her he hoped they could find a way to end this before it got out of hand

Peeta came up to her "are you ok?" He asked
Marcus disappeared into the forest as a search party looking for Katniss came and found her
"In time you will learn" he said he then heard some voices in the distance getting closer calling for Katniss. "It appears our time is up we will meet again Katniss" he said as he disappeared into the forest.
"I am the phantom" he chuckled "and my name isn't important" he said
"How sad katniss you can't even see me even when i stand in plain sight" he said

He chuckled "impressive, I'm a phantom I'm a hunter and a killer" he said
"you can hunt me down all you want, but i will always be ahead of you " he said

he hummed a little tune as he observed her
