I definitely agree it's a dumb rule, but it's one I've heard many complaining about so I thought I'd mention it as the possible culprit. When I originally heard about it, I made sure to revoke the connection to Amazon from Twitter/Facebook and I haven't had the issue come up.
Do you have your Facebook or Twitter account connected to Amazon? If so are you following the author on Facebook or Twitter? If you are, Amazon sees that as you being friends with the author and won't allow you to review their works.
