Eleven was actually related to the MKULTRA government mind control experiments (which were a real thing, not in the show). She was part of a literal government experiment in the show (which still hasn't been fully explained, that's in S5) where children with special abilities were stolen and raised by the lab and tested on. MKULTRA ended a few years before Stranger Things takes place (I think) but they could still be related, I mean other tests still took place after MKULTRA was revealed irl. In the show, when Hopper is doing research about the Hawkins National Lab because he's suspicious about a possible government coverup for the missing kid (Will), he finds a newspaper clip about MKULTRA showing kids in hospital gowns exactly like Eleven and the other kids with her. They don't elaborate on that, except Hopper shows his police partner the photo when bringing up the potential government coverup.

When a person dies, there’s energy in their body that needs to go somewhere - it can’t just cease to exist. Maybe it gets absorbed back into the earth, but what if it forms into something else? The person’s energy/electricity, their memories and their core identity, are leftover after they die and form into some other entity. A ghost, a spirit, whatever you want to call it. And these entities can affect the world around them, by moving items, pulling hair, manipulating air and light, etc. but they work differently than humans because they aren’t whole. We often can’t see them, or we can but only in certain conditions, and they can’t communicate with us in the same way we talk to other humans, but we can talk to them and they are there. Whether they use their physical abilities to play tricks on us, to help us, or they simply observe, I think ‘ghosts’ are there. I don’t know if all people turn into ghosts or only under certain conditions, and there’s plenty of gaps in this idea, but it’s just a theory.
I also believe animals can turn into ghosts or ghost-like entities after they die. Their energy also needs to go somewhere. I think most animals don’t turn into ghosts, or there would be a lot more reported evidence/encounters with them imo, since there are SO many animals, but maybe some whose energy isn’t complete, like there’s something in the living world left to do, become ‘ghosts’ instead of their energy just getting absorbed into something else.
I have a personal experience with a ghostlike entity of an animal, my dog, who had passed away the year before due to old age and failing health. At the time of the experience, I had an ill chicken, who’d been living in the house for several months in a large crate or in the garden. We weren’t able to save her and she passed away one afternoon, and we took her out in the yard to bury her. At the time I kept a collection of feathers from each of my chickens that passed away, but I didn’t have a good one of this hen to keep, because she’d only lost old dirty ones and no nice ones. But as I took her out to the front yard, I spotted something in the grass. Keep in mind, this hen was basically never let into the front yard. She lived in the house or the garden, which was pretty far from the front yard. But there in the grass was one of her sleek, gray tail feathers (definitely hers because we had no other hens that shade of gray until years later).
I bent to pick up the feather, and right as I turned away, something flashed in the corner of my eye. A running dog, brindle with black and gray, medium sized. The exact same color as the dog that had passed a year prior. I turned swiftly and there was nothing there. No animal, no person, no objects that it could have been. Just grass. I examined the feather and later placed it in the box with the others I kept, and having it with me helped me through the grief of losing this hen. I haven’t seen the dog since, and there was no explanation for it, but I had a strong feeling that my dog had left the feather for me to help me through this second loss.
