Good question!
I think you've probably answered this in one of the books already, but it will take me time to re-read all five, so... they don't collect all books, only certain interesting ones? And presumably many books are bought from bookshops, rather than stolen...?
Yes, and yes. Stealing is only when other methods, such as purchase, trade, or copying (they don't require the original) have failed.
