I wondered this as well. That was the most confusing part to me.
Baltimore is where Judy’s adoptive mother gave birth to her stillborn child, setting into motion Judy’s adoption via Georgia Tann.
The doctor pulled aside the father after the still born death and said "I know a lady in TN" Which is how they got connected with Tann.
Queenie gave birth at the hospital in Memphis. Re-read chapter 1: the Baltimore doctor tells the father of Christine, who has given birth to a dead child, "I know of woman in Memphis": this is Miss Tann, from whom Christine's father buys a baby, the supposedly dead girl twin to whom Queenie gave birth in Memphis..
Thank you for this clarification; but just the fact that several of us have asked this question shows that it was confusing for the reader. Could have been better connected for us.
