No, he's not.
I've enjoyed By too - but seems to me that he mostly pops up as seen by someone who is a bit spooked by him - as in Miles or Ivan - or belatedly surprised by him actually being useful.

(Did love the bit in Civil Campaign about By commenting sourly that Miles had critiqued him from a covert ops standpoint on his involvement with the Vorrutyer politics.)

Anyway, By on Jackon's Whole - not sure he'd be able to spook anyone..... it kind of takes a bit of properness and Barrayareness to be spooked by By....

Good place to look for the better fic, of all sorts, is Archive Of Our Own, aka Ao3. The now-venerable fanfiction.net is the mother of all fanfic slushpiles.
Otherwise, Google is probably your friend. Possibly in a toxic-enabler sort of way, but there ya go.
