Ramsay Bolton is a sociopath, he can't perceive the pain of people around him, or share their joy. So he replaces this lack of emotional empathy with the basic instinct of fear and obedience. Perhaps it has something to do with the fact of being a bastard and feeling despised by his father, who knows. Anyway, for Ramsay, knowing others fear him is the closest he can get to feel loved.

He does it because he projects in them the hate for his father, King Olidan. So once he gets that more or less clear, he performs a focused kind of hate and stops being a bandit.
