Could Dan have given the killer inside information (anonymously) and somehow bribed him to take the fall? Dan didn't remember the ring and picked it for Miranda because he thought it was beautiful; he wouldn't have given it to her if he remembered it. The ring may have been hidden until Dan was exonerated, after which he kept it with his other treasures because, again, he really liked it. The car model/color, location it was found, and the fact it was wiped down would have been public knowledge after Dan's civil trial - and the serial killer also fed this info prior to deathbed confession. He could have ditched the car for the same reason as Dan or any other killer: to get it away from site of body and mislead the police as to Jane's whereabouts. Maybe I just want the story to hold up, but this is what I came up with after thinking the same thing.
The serial killer's confession was false, everything he said had been publicized. Jane's remains were found in Trout Lake years before, but there was no evidence he had ever lived or worked there, plus he didn't mention the ring. Investigators kept Jane's scar secret at first, but that info also leaked out later when they started asking about the scar to screen unidentified bodies over the phone instead of going out to look at them. The cops just wanted to close the case & be done with Dan. The story of the ring was left hanging.
