both jennifer and i are very familiar with US and canadian reality. jen is absolutely right.
Canadian authors often find it necessary to avoid specifying their settings as Canada. While Ozeki is very clearly drawing on many vivid details of Vancouver (where I live), she is careful to place the book in the USA, where a much larger readership exists. Of course this American setting also allows her to address aspects of American politics that I'm sure she cares deeply about
