The idea to kill the maidens as a cover for killing the real target—Mariana—was Sebastian’s idea.
Thank you for breaking this down. It makes sense now and my brain was hurting from how far-fetched the plan seemed to be. Like, the success of the "red herring" was predicated on huge huge assumptions that might not have been seen through. Oh well!
This is what I understood as the reasoning too.
