There are plenty of PG romance novels.
I think those fall under Christan Romance not general romance

Yes I have read Jane Austin and Charlotte Bronte novels all based on Victorian standards of interaction between men and women, mostly set in upper-class settings, where women were told nothing about men and got excited when their bare hand was touched. As for these novels, they are not as chaste.
