That also crossed my mind! Maybe I will have to re-read.
Ashley's father is definitely Shug. That's why when Shug dies, Ashley leaves to be with her Aunt and Uncle.
That was a huge shock to me and not very believable. I pictured Shug as a petty thief and someone living on the streets, managing all those boys. I didn't at ALL picture him with a daughter and having a real job.
That's the part that doesn't fit for me either, which is why I thought Ashley's father tipped Shug off about Matt.
When Shug confronts Matt at Macknockater's home in chapter 36, Matt says "I told you I'd go with you." Shug replies "I don't need you anymore, Matt. I'm legitimate. I work for the freaking Secret Service." Then in chapter 37, "There was a visit by Mrs. Connolly and Mrs. Kellogg to Ashley Higginson, and later, a visit between Mrs. Connolly and Ashley's aunt and uncle, who took Ashley home with them, 'until arrangements could be made.'" So in the time Matt's been gone (year and a half maybe?), he's gotten a legitimate job that still allows him to "move merchandise" but doesn't entail managing the day to day thievery of the boys. He was a crime boss, not a petty thief.
Sure, he was a crime boss - but I wondered how he had a family including a daughter like Ashley at a good school at the same time he was running the gang of boys on the streets in another state - and living with them apparently. If he is Ashley's father, he had quite the double life going! Maybe that's the norm for a crime boss, ha ha.
